In July 2007 the
Department of Health issued the "Best Practice Guidance, Specification
for adult medium-secure services" to which all service providers in the
sector are now required to comply. Section A of the guideline addresses
"Safety and Security" with quality principles A28 - A30 covering
"Key Management and Control".
